DOE will also assess the effects on manufacturers and will use an industry-specific cash flow model modified to fit this particular product in order to estimate manufacturing NPV. DOE will also consider the impacts of these plans on small businesses and other manufacturing subgroups to determine those that may be disproportionately affected.
